Why is he treating me this way?

I reread your post after reading your email. I agree you you never said some of the things I ASSUMED you meant but I am confused. Exactly what kind of relationship are you trying to have with this guy and why? If you are not romantically interested in him why do you care what he does? Why do you let him caress your skin? Why do you care if he is noticing you or what he does when other guys are around paying attention to you? You say you are not interested in him like that but everything you say and the things you say you do scream that you are. Here is a test. Do you think you could talk to his wife about these things without upsetting her? If the answer is no then it is time to be honest with yourself~
