What can I do to get child support?

I live in Utah and my ex moved to Tennessee. He works as a bartender, and flaunts the fact that he can go to other countries, buy new motorcycles, cars, etc. He has never willingly paid a cent, and since he's a bartender and most of his money is given to him the day he works, the child support agency in Utah can only garnish a few dollars each month. He has the perfect set up because we're across states, he has no real money that a state agency can take, and even keeping his tax return will not come close to paying his child support. ORS is less than helpful :-( I've been calling every week since February and they just keep telling me they're doing all they can. I have provided bank accounts, property information, etc and they have not even so much as registered his child support case in TN. Has anyone been through this before? Is there anything I can do that won't cost me an arm and a leg? I DO work. Full time, and make ok money. I am alone with 3 children, and it's difficult to see their friends going places and getting nice clothes, etc. I don't want my children to have that life anymore. Please help?!
