Can my husbands wages be garnished from a utah ORS order for child support, when we live in OKlahoma.?

My ex pays child support for 2 children of a previous marriage. He wasn't behind and was waiting for the modified order to do with actual custody. We live in Oklahoma, the Depart of Human Services, section ORS sent him info; stating his child support was going to be coming direct from his wage. It hasn't happened yet, the date of the letter was December 21st. Even if it does his ex is loosing out. She also tried to place a child protection order on him, but this was dismissed. So my question is can his wages be garnished in OKC with a Utah (not court order) letter.
